Can't reach google.cn

System language settings (which Omniweb follows when you check  
"Request web pages in my preferred language(s)") definitely affect  
which Google you see.

I have Vietnamese set as my preferred language [1], which loads a  
Vietnamese version of each webpage if one is available, if the  
language is declared in the header (Google support standards so they  
do this).

Whether I input google.com, google.com.au (I live in Australia) or  
google.cn, I get the Vietnamese version of www.google.com.

There is no Google server currently based in Vietnam, so I get the  
translation, created by volunteers, including me.

I don't know how effective access to this translated Vietnamese  
Google is, from inside Vietnam. It is not safe to discuss such things  
with one's family and friends there.

[1] in System Prefs. Note: you can set more than one language, but  
the setting is preferential: your top language will always get  
priority, then the next, then the next.
