And you don't even need Acrobat for that anymore. Tiger's Preview  
lets you add comments and call outs to PDFs. So yes, PDF wins hands- 
down over ODF when it comes to available tools.

Wow, that's wildly optimistic. After more than 10 years of the PDF  
format, browsers still don't support it natively. I don't expect ODF  
to get there any faster.
