Oh, I thought you meant "accessible" as in this: http:// 
en.wikipedia.org/wiki/Computer_accessibility

If you're talking about availability of tools, ODF is *much* less  
accessible than PDF, at least for now. You certainly don't need to  
shell out $300 just to open a PDF, and any Mac user can also create  
them. As for ODF, OpenOffice and a few other minor open-source apps  
are the only programs I know of that can even read such documents.
