4.2 Final popup-button behaviour

I'm confused.

Is this in reference to the popup menus created by the HTML <SELECT> tag?
If so, this isn't working for me in either 4.2 final or 4.5sp7 -- I can't
tab to popup menus at all in either one.  I've gone through all of the
preferences to see if I can enable that functionality (as you can in IE5.2),
and found nothing.

On that note, form navigation is something I've always found lacking in OW
(and in all Mac browsers I can recall, actually).

In IE6, when filling out the ubiquitous Address form, I can tab from field
to field (as I can in OW and IE5.2).  The difference arises when I get to
the State dropdown box.  On the PC, when the dropdown is selected, I can hit
"M" five times, and it selects Michigan for me (Michigan is alphabetically
the fifth state that starts with M).

In IE5.2, the first M keystroke takes me to Maine (the first M
alphabetically), but subsequent M's have no effect.

And if this isn't in reference to <SELECT> popups, then what?
