4.2b1 toolbar goes blank

Frames are a bad idea.  The w3c has transitional, frameset, and strict 
modes for both html4.01 and xhtml.  I believe that "target=" is not 
allowed in either language when in strict mode.

I've only used strict xhtml for my web sites, so I may be wrong about 
html 4.01 strict.
