4.2b1 is no longer selecting the location URL on New Window

My start page is a frameset page on a local drive.  As an experiment, I 
temporarily changed my start page to a regular HTML page, and the 
automatic URL selection behavior returned.

So it appears to be the loading of several pages (frameset page + 2 
framed pages) that is confusing OmniWeb.
