Open URL N/O/S

I don't think Services work that way. They are advertised by the 
application, not the operating system. I suppose if Apple could get the 
browser developer's to agree not to advertise their own, they could 
advertise one from the OS that would open the URL in the default 
browser.

However, I think the better solution is for browser developers to give 
a preference for whether or not the Service is advertised. Is this 
possible?
