Actually OmniWeb already has this feature built right in.

All you have to do is use this special keystroke to close the last 
window:  apple+q.

:-)

Don't be so lazy - some of us like our apps to stay open till we tell em 
to close.

Considering I have OW set to launch on login and to not show a window on 
launch, that would cause an ... interestingly annoying ... behavior on 
my system.  It'd give a whole new meaning to "Dock bounce."

I'd have to consider "Quit on last close" to be an anti-feature.  You 
know, if you wanted and it were that important, you could probably write 
a script that runs every 15 minutes, checks to see if OW has open 
windows, and slays it if it doesn't.
