According to Ken, the rulebook server is part of the OS. Specifically, 
it's part of the OS that's involved in figuring out which glyphs go with 
which unicode characters and which fonts support those glyphs.

Let me know if the bug is reproducible, not that I want you rebooting 
your machine all day...
