RulebookServer

OmniWeb cramped itself and for once the whole 'puter to a grinding 
halt yesterday, Console showing an endless list of some sort of 
request and the result shown that it was unable to connect to the 
"RulebookServer". This ate the CPU time to the extent that nothing 
else would work other than that I could successfully quit the other 
apps that were running from the keyboard, but not a menu. Then I 
could not get option-command-escape to launch the force quitter 
routine for a long time until it finally came up, but I could not use 
it. Finally I used the three finger salute, fsck'd twice, and we were 
back in business. Then I launched OmniWeb again, it took many, many 
bounces (very unusual) and has been normal since.

What the heck is that RulebookServer?
