"New" Washington State DOR website

Hey, guys... Just about anywhere on the WADOR website 
http://www.dor.wa.gov , I'm getting redirected to the homepage 
whenver I open a link that opens a new window - I'm not entirely sure 
what's going on, and it don't happen in Windows IE. Any clues, or how 
to fix? This is in SP7.

Prime example of this is the Geographical Information System link off 
of http://www.dor.wa.gov/Services/services_eltserv.asp

When you click it, it'll open a new window, and load the GIS page - 
at the same time, it re-draws the old page, and somewhere in there 
it's forcing the GIS page to a redirect for the "redesigned home 
page" -- if I let the old page redraw, it'll stay on the GIS Page in 
the other window.
