2 Features I Need

I'd like to see something implemented whereby I can specify that all 
URLs matching a wildcard are non-cacheable.

Specifically, I'd like to do things like:

file://*
http://localhost:*/*

etc.

and have those automatically avoid caching.

Could this be added to the feature set in some future release, with a 
default of all file://* access being marked non-cacheable?
