FWIW, I've noticed several times recently that OmniWeb goes into this
death spiral every now and then when I'm not really actively doing
anything. I do, however, have the habit of leaving some browser
windows minimized that may have some automatic updating. I think
what's happening for me is that at some point, something bad happens
and then the next time I try to bring OmniWeb to the front, the
cursor just spins away.
One problem may be that one of my usual news sites has some
JavaScript in it that generates an error dialog with the current
implementation in OmniWeb - if I've got this page in a minimized
browser window, I've never tried to figure out what it does.
