OW 3.1 accepts no Cookies!!

That's what I get for believing the Cookie Specification  
(http://home.netscape.com/newsref/std/cookie_spec.html)!  It says  
that the date will be formatted with 4-digit years, so I originally  
allowed only that.  When I discovered a few years ago that some sites  
were also using 2-digit years, I added support for that as well--but  
I assumed (incorrectly, in retrospect) that nobody would be foolish  
enough to continue using 2-digit years for electronic communication  
following Y2K, that beyond Y2K everyone would be following the spec  
and using unambiguous years.  I guess I was wrong!

Fixed for 3.1rc2 and 4.0rc2.  (By the way, if you keep your patch  
around for any reason you might want to fix it so it correctly  
handles four-digit years:  right now, it will add 2000 to them.)
