Sounds like someone else on your network is already using the free
single-user license. OmniWeb 4.0 beta 1 uses the same licenses as
OmniWeb 3, so the other person isn't necessarily using the new
OmniWeb 4 beta, they might be using OmniWeb 3 under Mac OS X Server
or OPENSTEP.
(Future betas of OmniWeb 4 will not use the same licenses as OmniWeb
3, and will probably include expiring demo licenses for multiple
users as we did with most of the OmniWeb 3 beta releases.)

After installing and attempting to run 4.0b1, I get a window which
pops up and says -
"This application is not licensed or too many users are using this
application"
It gives me an option to "Quit" or "Add License". Clicking on the
"Add License" does in fact show the single user license. Any ideas?
