DP3 won't run!

Hi Mr. Mac-brain, that was pretty stupid of you to try to extract an OSX 
file using OS9 tools.

Instead, why don't you download the .tar.gz file under OSX and extract it 
using OSX tools:

ncftp 
ftp://ftp.omnigroup.com/pub/software/MacOSX/OmniWeb-4.0b1-MX-P.gnutar.gz ; 
gnutar -C ~ -xzf OmniWeb-4.0b1-MX-P.gnutar.gz ; open ~/OmniWeb.app

The above should all be typed on one line in Terminal.app.
