"not licensed" message

I'm having trouble getting OmniWeb V 3.0.2 working on my Mac OS X
server.

I was previously using a Version 3 beta (don't remember the number) that
came with the OS X server and had no problems until just recently when I
started getting the message:

"This application is not licensed or too many users are using this
application"

Thinking that my beta version had finally expired, I decided to download
the V 3.0.2 version of OmniWeb and kill two birds with one stone,
getting a new version and getting rid of the message.

However after downloading and installing (using the openup application
as directed) I still get the above message.

What am I doing wrong?
