Cannot load the licensing interface

I have just started using OSX Server and I tried to load the new  
beta of OmniWeb.  After I installed it, I got the message:  Cannot  
load the licensing interface.  Also, the "User Preferences" and  
"Administrator Preferences" menu options do not open thier windows  
when sellected.

Here is how I did the install.

As a user downloaded 3beta9.
As root, gunziped and untared the files.
As root renamed the old OmniWeb.app (3beta8b that came with OSX  
Server) to OmniOld.app
As root copied the 3beta9 OmniWeb.app to /Local/Applications/Internet

The old version 3beta8b still works fine.  Do I have to remove it to  
make 3beta9 work?  Also, I saw a reference to removing 3beta8b  
plugins.  If this is my problem, where are the plugins located and  
how do I remove them?
