"Cannot load the licensing interface." on Mac OS X Server

Howdy,

I just downloaded OmniWeb3.0 beta 9 for my Mac OS X Sever box (beige G3/300).
After downloading it and tar xfvz'ing it, I ran it and got "Cannot load the
licensing interface" every time I try to connect to anything.  What have
I done wrong?

PS Please help... I don't know how long I can use lynx without going mad =-)
