It depends.
Do you want the fastest performance possible or do you want all the possible
features?
2.5 is probably the fastest, but 3.x has more features.

You can install at /LocalApps and use as any users

Yes, 2 or 3 frameworks.... but I believe it is pretty straightforward what
is required if you go to OmniWeb's homepage.....

I believe they are .pkg files, which you will want to gunzip and then 'gnutar vxf'
Install the .pkg as root
