This has nothing to do with the list administrator.  In fact,
sending unsolicited junk email to a list that originates on
a computer inside the state of Washington is a CRIME.  As the
junkmail was first routed through a computer residing in
Washinton, the law applies to you also; regardless of your
physical location.  If you'd like to take this issue up with
the Attorney General for the State of Washington, here's where
to get started:

This could actually be quite a lucrative opportunity for you.
The fine levied for each "SPAM" is $500 for the individual.  An
ISP can collect $1000.  That's for each copy of the message you
receive.  Several companies and individuals have already won their
claims since the law was passed.
