There still are plans, but it's still not a high priority for us.   
(Java is higher.)

One reason that it's not a high priority is that there are existing  
solutions for this problem.  We started out thinking "persistent  
caching would be cool," went to "sharing the cache between users on the  
network would be cool," and realized that we'd designed a caching  
proxy server (of which there are plenty).

I think that pretty much the only advantage of an integrated OmniWeb  
disk cache over existing caching proxy server solutions is that it  
would be easier to configure.  This certainly has some merit (or we  
wouldn't be considering doing it at all), but perhaps it would be more  
sensible to simply implement a user-friendly front-end to an existing  
proxy server.
