Setup question on WinNT YellowBox

Greetings,

I have Windows NT 4.0 SP3, with OPENSTEP Enterprise (the free preview
version [4.2?]) and have downloaded OmniWeb 3.0b5 for yellow box, 
and am unable to get it to run.  

When I launch OmniWeb.exe I get the message

	The procedure entry point _NSAddHandler2 could not be
	located in the dynamic link library Foundation.dll.

OmniWeb.exe is installed in d:\OmniWeb.app
OmniFrameworks is installed in d:\Library\Executables
OPENSTEP Enterprise is on my c: drive

Do I need a more recent version of yellowbox, or is there
something else I need to do to get it running.
