OmniWeb 2.7-beta-3 weirdness with Apache site

OmniWeb isn't ignoring the empty "Content-encoding: " header the way they  
apparently expect it to, and ends up passing the file off to the Workspace to  
decode and open.  (I haven't looked in the spec to see whether an empty  
header is legal or not--but whether or not it's legal we don't want OmniWeb  
to act on it the way it is now.)

We've fixed the bug for OmniWeb 3.0 beta 5, and I expect we'll be building  
2.5.1 and 2.7 beta 4 releases soon to fix the problem for those of you still  
using NEXTSTEP.
