Perhaps it has changed in b4, but if you are making changes in the source  
via OmniWeb (View Source) there is a 'redisplay' button (at least in 2.5).

I don't usually use it except for making minor changes, but it is quite handy.

Also, in the Cache preferences in 2.5 there is a # of seconds in which to  
expire.  I do not see any differenciation between local and remote files,  
however.  I would assume setting the seconds to 0 would disable caching, but  
I do not know for sure.
