128 bit encryption Frames technology

Having trouble accessing the facilities of a web commercial service I  
was asked by their technical dept. "Does your browser have 128 bit  
encryption Frames technology?" If not, you will have to use Netscape  
3.0 or something Explorer 3.0. Do I really? I want to use OW. What's  
the solution? Any budding bundles out there?
