Well, no, it's not. It's a question of the specification very clearly
forbidding what Netscape does, just like what they do with comments.
Netscape allowing this forces all web browser authors to emulate their
broken behaviour, which erodes the nice side effects of the standard.
I don't mind Netscape extending the standard in ways that normal
browsers can ignore or not, I do mind them going against the standard and
forcing authors to decide to go with the standard and put up with
thousands of bug reports (as we did in our implementation of comments in
1.0), or go against the standard and be considered a traitor to the
ideals of the web.
