top-aligned images as side-bars...

I've seen many pages like this...

Where an image is used as a margin, and the text is wrapped around it.  (In  
Navigator, that is.)  Is this one of the "misfeatures" of Navigator that  
page-designers use as a "feature", or is it something that the designers of  
OmniWeb should be concerned about?  I've not been able to find any  
authoritative references on the subject.
