"&amp" tags in OW

Hi -

I'm finding that the following tagging produces inconsistant results when  
viewed thru OW.

<head><title>Yeh Yeh  &amp Yeh Yeh Yeh</title></head>
<body>
<H1>xxx &amp  yyy</H1>

The head, which sould read "Yeh Yeh & Yeh Yeh Yeh" actually duplicates the ISO  
code when displayed, so it looks like "Yeh Yeh  &amp Yeh Yeh Yeh".  

But the H1, which uses the same &amp tag for the "&", actually displays  
properly (ie. "xxx & yyy").

Using OW 0.7.3

Anyone else found this?  A bug, perhaps?
