finer-grained sorting control?

I would love to have finer-grained sorting control in OmniOutliner.
For example, I want all level 1 rows to be automatically kept in a
particular sorting order, but I want all level 2 rows to not be kept
in any particular sorting order. It doesn't seem possible to do this
right now.
