Applying head indent changes to sections of text

Hi,
I'm working on my first ever Outliner document, so I hope this isn't
a dumb question. I've done some Google searches and RTFM'd, but
haven't been able to find any answers.
I'm working on a document that I want to look like this:
Level 1 Row
note
Level 2 Row
note
1. Level 3 Row
A. Level 4 Row
B. Level 4 Row
2. Level 3 Row
And so on. However, the way this turns out is more like this:
Level 1 Row
note
Level 2 Row
note
1. Level 3 Row
A. Level 4 Row
B. Level 4 Row
2. Level 3 Row
Because the note is indented a bit from the Level 2 row, the text of
the note and the text of the level 3 numeric row end up lining up
almost perfectly.
It seems that the only way I can get my list to look the way I want
is to move the "head indent" and "first line indent", and there
doesn't seem to be a way to apply this to a block of text or in a
sticky fashion; I have to do it row by row. Even if I select a
Level 3 row and its Level 4 children and then change the indent, the
change is not applied to the children.
Is there some way to do this other than making that adjustment on
every row?
