It sounds as though you want what Living Videotext's More called 
"Promote". I'd love to see that, and "Demote" as well. Demote turns 
all the siblings below the current item into its children.

More has been gone for over 10 years and I still it. I'd love to see 
the premier outliner on the Mac take up its standard and include some 
of its major features, preferably with the same command keys. For 
those too young to remember that's Command-[ to promote and Command-] 
to demote.
