Moving level 2's past level 1's

I'm a newcomer to this list, so apologies if this has been asked  
before. The question is whether it is possible to move a level 2 item  
down past a level 1 item.

I have a to-do list in OmniOutliner. Its structure is

To-do   <---- level 1
   task A   <---- level 2
   task B   <---- level 2
   task C   <---- level 2
Done  <---- level 1

So when Task B is complete, what I'd like to do is use the move down  
command to move it under the "Done" level 1 line.  But the program  
won't let me move it past the Done line.

I can kludge by promoting "Task B" to level one, moving it down, then  
demoting it back to level 2.  I'm wondering if there is a more  
straightforward way.

The outline functions in PPt and Word allow you to do this.  Can it  
be done in OmniOutliner?
