Can't change the width of the right-most column

I have an outline with two columns. The right column is getting  
truncated on the right, so I am trying to make it wider.

1. If I make the entire document wider, the first column just gets  
wider and the right column remains truncated.

2. If I then make the first column narrower, the right column just  
gets dragged back to the left, unchanged in width, leaving a big grey  
area to its right in the rest of the window.

This is OutLiner 3.6.2.

Any suggestions?
