In OmniOutliner individual row specific styles including numbering
override the row level styles and document wide styles. It may be
that you have a numbering style set for your level 4 rows which is at
the individual row level. To check this go to the style attributes
inspector and click on one of the problematic rows. The attributes
should be separated based on this priority scheme. If there are
styles that apply to just that row they will be listed first with an
attribute heading section that looks like Row "<some text>". If you
also have attributes set for all rows of that level they will be
listed in a section below with a heading like All level n rows. And
finally document specific styles will be listed in their own section
at the bottom. I don't know how you would change the individual
settings en masse, but you can delete them individually by clicking
on the x on the right hand side in the inspector listing.
