Can't set number styles for

I'm trying to make all my level 4 rows to be lettered. I can do it by  
selecting a row or rows and then choosing the "letter" in the row  
inspector.

However if I try to set it for all level 4 rows by by choosing the  
"All level 4 rows" in the bottom of the utilities bar, it doesn't  
work. I can select lettering, but then nothing happens to the rows.

Is this a bug, or is there something else I need to do?

Color, for example, works fine, but I can't set the row numbering/ 
lettering across all level N rows.
