Unfortunately, no. The reason for this is that the Print Presets are
not easily supported in Cocoa applications at this time. While it's
possible for Cocoa applications to take advantage of Carbon features
(and OmniOutliner does in some cases), the difficulty in supporting
this feature affected our priorities, and it didn't make the cut for
3.x. There are some alternate approaches we could take (and indeed it
impacted some of our design decisions), but the various tradeoffs and
design decisions ultimately left us with what you currently see in the
released product.
Print presets are a feature that we _really_ wanted to support (and
still want to support), so that was very disappointing to us. I fully
expect to see a future release support them, and/or some other print
enhancements that I personally think will be very exciting, but I can't
promise specifics or when it might happen.
If you almost never want to print the headers and footers for a
particular document, you can remove them via the Page Setup panel, of
course. That's probably not a good solution for you, but just in case
it helps.
