Date/Time column issues

I'm trying to create a date/time column with the ISO format YYYY-MM-DD 
HH:MM:SS. I create a date column and then setup a custom format. Next I 
choose "Insert Time Stamp --> Short Date and Time from the Edit menu. 
This appears to put the correct information in the cell, but when I 
move to the next column the time part changes to 00:00:00.
