Control + Return to Move Text to New Item?

This is a how-to question, but may also be a feature request:

While editing an item that contains several sentences, and I often realize
that I need to split the content into two or more items. I'd like to be able
to place the cursor, hit control + return, or some equivalent keyboard
command, and have all the text that appears after the insertion point moved
to a new item at the same level of the outline.

Is this already possible? If so, what's the keyboard shortcut.

If not, it'd be a great feature.

On another editing topic, when I select text and place the cursor over the
selected text, the I-beam cursor remains. No arrow cursor appears. It seems
that OO doesn't support drag and drop text editing. I know I can select a
bullet and drag an item to a new position in the outline, but I'd also like
standard drag and drop text editing so I can move words or phrases from one
location to another without altering the outline structure.
