Windows equiv to OO?

You should try the Windows version of Userland Radio. You generate or 
open .opml file with this outliner as you can do it with OO.
I do generate .opml files with OO just to drop them in a Radio 
directory to generate web sites and it works quite well (use 
activeRender, the Radio plug in to generate on the fly active outlined 
html pages).
