Nothing slick. 

1. You could have a document that always launches with OmniOutliner which
displays the documents in the folder. You'd have to have a pair of scripts,
one to update the document and one to launch files associated with selected
rows in the document.

2. Write a script which dynamically creates a series of scripts, each of
which references and launches an individual document in your source folder.
Use the "store script" standard scripting addition to save this batch of
scripts to the OmniOutliner Script menu. You'd probably want to prepend some
symbol to the script names in the Script menu in order to collect them all
together in the menu and keep them visually separated from other scripts. It
would be better if one could have hierarchies of menus in the script menu,
but this doesn't seem to work for me.
