editing stencil in graffle pro 4.5

Hi

Working in Omnigraffle Pro 4.2 with the map of the USA. I'd like to 
take some states and cut them into 2 pieces so i can color each piece 
differently.

So I know how to get them editable, and I can see all the points that 
define the boundary but how do I cut the boundary line at one place 
and reconnect it somewhere else? If I knew how to cut lines into 2 
separate objects, and how to join 2 lines, I could do what I need.

Do I have to do this in Illustrator or the like? If so is there a 
simple object graphics program someone can recommend?
