Way to change the default for automatic layout to 'false'?

Hi there,

I'm dealing with the same problem that I've seen someone else have - when I
move/connect something on a drawing, automatic layout kicks in & moves
everything. I know I can turn it off on an instance-by-instance basis, but
the work I'm doing (UI design) involves a lot of cloning of diagrams (e.g.
open finished diagram, save with new name, tweak) and this process seems to
turn auto-layout back on for the new file.

I don't quite understand why it's doing that, since the original diagram has
automatic layout disabled. So after working for a while on one screen, I
move on to a different one and open-saveAs-edit and bam! it happens again.
At any rate, clearly there's some system-level preference for automatic
layout to be on, and I'd like to swap that to be off. At least while I'm
doing this sort of work.

Is there any way to do this? (or if someone can provide a reason why it
seems to re-enable automatic layout when doing save-as, I can try to avoid
the path that is causing the problem).
