We are working on EMF support. I can't make any promises, of course,  
but keep an eye on future point releases for ongoing Visio fixes.

You might be able to get something like what you want using tables in  
Graffle. You can add identical rows to a table by dragging its  
handles, or you can duplicate an interior row by selecting a graphic  
in the table and hitting Cmd-Return. (Of course you can also ungroup  
the table, duplicate or rearrange its cells, and then re-table-ify  
them.)
