PICT imports into Office

That's reasonable. I know nothing about the limitations of pict, but if 
it cannot do any text then the usefulness is a bit limited, so my 
suspicion is that something is broken in my end.

These are simple shapes. Rectangles, some text and a few straight 
arrows. Apart from a few colour gradients there's really nothing to it, 
and the gradients survive just fine while the text doesn't.
