Scaling Rectangles Containing Text

When I attempted to scale a diagram from 8 1/2x11 up to 24 by 36 by 
shift dragging a corner, the graphic objects scaled as expected but the 
text stayed at its original size.  Is this normal or is there a way to 
get graphics and text to scale up (or down).
