I wasn't able to get epstool to produce anything better, and I played 
with various options (the AppleScript uses epstool).  GraphicConverter 
v5 now has the ability to add previews to EPS files, and does a much 
nicer job.

I believe that Word prints the preview bitmap, instead of the 
PostScript (might depend on whether you have a PS printer, too).  To 
workaround this bug, choose Print, then choose Output Options from the 
popup menu, and save as a PostScript file.  You can then open the .ps 
file with Preview on 10.3, and print from there.

Word's handling of graphics just plain sucks IMO, which is only part of 
the reason I switched to LaTeX for technical writing.  The only graphic 
Word really handles well is EPS with a vector PICT preview in the 
resource fork, but very few apps can produce this.
