"create sibling and layout" shortcut

Thanks, Masaya and John, for your input. I had some fun reproducing the
buggy behaviour John mentioned. Unfortunately, shift-option-command-7
didn't work either. It's not going to kill me to use the mouse, but
does anyone have any alternatives to try out?
