Scaling drawings by %

It seems to me there must be a way to scale drawings by a percentage 
in either or both directions, but I can't figure out how to do it. 
Is this just missing from the current version?

(I need to shrink odd shapes to fit the new smaller scale of my 
drawings.  Scaling shapes is by hand is trivial, but scaling the 
polygons is less easy.)
