I'm not sure if this will accomplish what you want but I've found
dragging a file (from Finder or Preview or whatever) into a OmniGraffle
document will "import" it. It essentially creates a new square shape
and sets the image (see the "Style Info" pallet). You can then do all
sorts of nifty things to the image like scale, rotate, make
translucent... OG seems to accept just about everything that Preview
can display. Alternatively, you can make a shape (any type, including
polygons) and drag the image onto the shape or onto the image well in
the Style Info pallet. Then you get the image drawn in your arbitrary
shape.
Hope this helps with your first question.
About the second: I'm not sure that jpeg supports transparency, but I
could be wrong. The tiff format seems to export with transparency for
me (as does png). The only suggestion I have is to make sure that you
check the "Transparent Background" checkbox in the Export dialog.
